Potato Cheese Soup

3 c chicken broth
1 c finely chopped celery
½ c finely chopped onion
1 tsp salt & pepper
5 c potatoes, diced small
¾ cups butter
¾ c flour
1 quart half & half or milk
4oz Cheese Whiz

Cook chicken broth, celery, onion, salt, pepper & potatoes for about 10 minutes boiling gently. Remove from heat. Melt butter in small pan. Add flour to melted butter stirring till smooth. Stir this mixture into cooked vegetables. Add half & half or milk to above mixture stirring well. Add Cheese wiz to milk mixture. Cook on Low stirring often. (if cooked at high heat it will scorch)
